I am having an issue installing MR4

Configuration:
XP SP3
ArcGIS 9.2 SP5
SQL 2005 full

After uninstalling MR3, adding XP SP3, installing ArcGIS 9.2 (SP5)

The setup executable for HAZUS stops and suggests that ArcGIS 9.3 SP1 is required and exits and the wizard closes.

Not sure if it will help…but I read an issue related to SP3 on the install disc that came with MR-4.  It said that SP3 installs a newer MSXML version that the one used with the SQL Server component of the install and it freezes.  Check out that document, it might help you.  It did not solve my install problem, but I did try it, but my error message was 1920. Service MSDTC (MSDTC) failed to start.  Verify that you have sufficient privileges to start system services.  I’m gonna post my issue soon.  Have to check more logs first. 
But you should read the word document “Error Installed SQL Server 2005 Express….” that is on the disc and see if the utility they direct you to is your solution!  Just hoping to help.

Good tip on the version of SQL Server Component.
As it turns out the problem was that ArcGIS 9.2 is not supported and refuses to install with HAZUS MR4.
FEMA will be correcting or updating the Web pages that incorrectly state that MR4 will install with ArcMAP 9.2
My solution was:
Uninstalled ArcMAP 9.2 and SPs and Installed ArcMAP 9.3 SP1 and then HAZUS MR4 installed and runs fine.
Oh I have not downloaded or installed the new patch for HAZUS-MH MR4 yet.
