HAZUS Hurricane Wind Model Error in Essential Facility Aggregation

I am running MR 4 with the updated patch. I am attempting to run a hurricane wind analysis in Miami-Dade County, FL using a historical storm. When its gets to the aggregating analysis functions for essential facilities. Its gives me this error:

“Essential Facility ID = ‘FL004056’, Type: Schools, lies outside the study region or no enclosing feature found. Please correct this problem by editing the location of the facility and try running the analysis.”

I also ran this hurricane analysis on version 1.3 and got the same error for the same study region, hence the upgrading to 1.4. Now, I have installed everything correctly, and haven’t messed with the data. I mapped the schools and none of them are outside of the study region. Is this a bug in the system, and can it be fixed? Anyone come across this error in the wind model before? I ran multiple flood model analysis in VA and everything is fine with no errors. Any help on this issue with be greatly appreciated. Thanks.
