Here is what happened when Richard Zyvoloski, one of our Florida HAZUS worked through an error condition he experienced after downloading and attempting to install the HAZUS MR3 (PATCH 3).
I will attempt to paint a picture story that presents what a non-technical person can accomplish when things go wrong.
Background:
Richard is an emergency manager who is not a GIS or IT person and has no desire to become one. He uses HAZUS as a planning and exercise tool and has been supported by his county government which provided time for him to participate in the FEMA/EMI training courses on HAZUS. Richard was an early adopter of using HAZUS and his county purchased value added consulting services to enhance HAZUS inventories, before CDMS was available. He is a fearless non-technical user willing to personally uninstall a working version of GIS and HAZUS and install patches and step through the back and forth communications from help support folks and end up with a Running HAZUS MR3 with Patch3.
From error to successful running of MR3 PAtch3:
1. Download of Patch 3
2. With Patch 2 preloaded the install of Patch three commenced and resulted in an error. ” X This Patch requires Patch2 to be installed. HAZUS-MH MR3 Patch2 can be downloaded from http://www.fema.gov/plan/prevent/hazus/index.shtm” The setup will exit now. The install wizard completed and reported that the install was interrupted and that no system changes were made.
3. Richard contacted FEMA Region IV to request assistance and the region referred the request to the HAZUS install support help line.
4. Kevin Mickey was also contacted and he responded with:
“I have not seen this problem, but I am forwarding it to .(JavaScript must be enabled to view this email address) since they handle any installation issues that arise.” Kevin included Richard in the e-mail communication keeping him up to date on what was happening.
5. Richard was contacted by the help team vendor:

6. OK, the following is about checking and editing the registry in XP and requires that the user have administrative authority of their computer and is willing to risk damaging their configuration! In my opinion, if you are authorized to install HAZUS, your organization either has authorized you to have administrative privilege or is providing someone to do so on a case by case basis during and install or configuration. If not you might be in trouble here.
It is assumed that Patch 2 has been installed…..but…

If the issue is not solved yet please do the following:
- Install Patch 2 for HAZUS-MH MR3
Before installing the patch3 check
- Click Start
- Run
- Type regedit an click Ok
- Go down to the registry HKEY_LOCAL_MACHINE\SOFTWARE\FEMA\HAZUS-MH\General
- On the right panel check that version is 5.10.53
- If not change it to 5.10.53 and try installing the patch3
These steps were completed because the registry entry may not have reflected that the Patch 2 was actually installed when in fact it was. So, making the change was the workaround that allowed Patch 3 to be installed.

I ran the 1926 historic hurricane scenario and it seemed to run fine. I’m satisfied at this time that the patch took successfully. I’ve put my work order in to have my ArcMap 9.2 upgraded to 9.3, SP 1. Hope that transition occurs w/o a hitch.

Richard Zyvoloski is one of those people who uses his experiences to apply an organized approach to living in chaos and applying his proven problem solving techniques to what ever he is working on. No bull, he is a risk taker, because he knows that is how to get things done. He is an example of those willing to go through what is necessary to make change happen.
