View User Defined Depth Grid Error

It’s possible that when a user supplies a depth grid, the copy or delete methods in ArcGIS are not complete. When this happens, HAZUS does not accept your depth grid and will not let you continue with the Delineate Floodplain process.
While the precise cause of this is not entirely known, It is believed to be due to some sort of lock on the file. It could also be that ArcGIS leaves behind temporary files that are not deleted.
To remedy this situation you have to delete the “UserData” folder manually from disk:
1. Close your current study region and all instances of ArcMap
2. Navigate to the study region’s “UserData” folder, typically “C:\Program Files\HAZUS-MH\MyStudyRegion\UserData\
3. Using Windows Explorer, Delete the “UserData” folder from disk (HAZUS will automatically re-create a new, clean “UserData” folder when you open the study region)
4. Open your study region and re-import your depth grid
